It depends, the tape itself probably is, but is the drive and the system too?

This is for an ignite of an rp3440.

on an LTO-3 tape drive with an LTO3-tape.

Is the tape drive SCSI attached loacally?

If so, the answer is yes:

If SAN attached, then no - SAN tape drives are not bootable at all - you can though boot off DVD and then restore from an Ignite tape.

Hello,
Your question had me worried for a bit. To prove the point I have just tried this again on our test rp3440 and the ignite tape boots from the external HP LTO-3 drive .
