In Loadrunner, getting same number of transactions for any number of users load.

Even the scanrio settings are same.

for 3,6,12 users load...the same number of transactions. Transaction response time is also same for all the loads.

Can someone please suggest in this regard?

I guess we can go for goal oriented scenario.
